From what I've seen shocks are rarely perfectly vertical, but I think that's more due to following the range of motion of the axle than a more 'ideal' position for the shocks.

You could take a statically valved shock & get 'variable valving' out of it by having multiple upper mounting positions, lean it more for less absorbtion.

Get one heavier than you think you're gonna need & lean it over 'till it feels right.
