The upper wheel should have a curve in it to help the lower anvil "push up" the metal from the bottom. This requires less wheeling to put in the shape, which won't work harden the metal as much.

I've never seen or heard of an English wheel like that.
Everyone uses one convex wheel,and one flat wheel.

Forming on a Pullmax,or power hammer,doming dies
are concave on one side,convex on the other.
 
Thanks for the post Bonehead. I have found that sometimes HF has just what you need. Depends on how much use you plan on getting out of it.
