I have never used a Harbor Frieght English wheel, but they are on sale 'till tuesday.............It will cost a hell of a lot more to build it, and you know how I like to build tools....!

Then you have the option of buying more lower anvils.

Mine seems to work okay, If it messes up I can always work it over. If you have been wanting one, I still think it is an okay deal.
