Default Kelowna BC Antique tractors etc.

A show on the weekend at the Father Pandosy Mission historic park with a bunch of old tractors, stationary engines, a Case steam tractor, couple other cars. I'm no expert on this stuff but if it has wheels, gears or spark plugs, I'm interested...

Is the rear tread cut out of a tractor tire so the rubber can be used on the drive wheels?

Yes, OI, that's what guys do. They take the lugs off of the steel wheels, for many reasons; worn out, broken, missing, and rough riding, and put on cut down rear tractor tires. Then they can drive the tractors on the grass at museums or on the street in parades.
