Yep, but if you knick one of those fibers the strength goes away. Part of the reason it's not used like that in production vehicles, as well as cost.

The fix is to put a few extra layers of fiber on. I make carbon fiber prosthetic feet for a living and the top 3 layers provide no structural support, they're just sacrificial in case of a ding. As for cost, well you gotta pay to play.
