    Assuming you have the standard gauge set from that era, Temp, Amp, Fuel, Oil Pressure the only one that won't work is the fuel gauge and $20 kit will make that one work.     So I'm a little confused by your question. Power steering set ups typically run off a hydraulic system and have nothing to do with vacuum. I would solve the vacuum problem with a simple electric vacuum pump.

    Easily done, as stated by extending the plan measurements. I would suggest building it out of wooden 2x4's first to be sure you have the proportions right. Once everything is right transfer the numbers to steel and weld away. Way cheaper screwing up the wood then screwing up using steel!
