It may be to much carb, the motor is close to 425 hp. i don't know if its to much or not. I have a holley guy lookin at it Tuesday. he thinks for under a 100$ he can get it dialed in. We will see. If he can't I will just buy an Edelbrock.

if it has a parallel leaf up front you can block it, but it is going to ride like hell. make sure you get a block kit that is the same width as your springs.
Ive heard of guys just buying open titles and going to the DMV and registering their vehicle. I know poeple do it up this way, because you can avoid all inspections. I see titles for sale all the time. It must work somewhere.
I would only do it in person at a bank. If you are talking about that much scratch, work out the details that will involve one of you flying or driving to meet up as a condition of teh sale.
