Probably not a photoshop, there were tons of those things, many were older, and the US Mail was carried by such rigs in certain parts of the country.
 
Something odd about that photo, especially in the quarter panel area. But yes, lots of these early conversions were available in snowbound areas. The name "snowmobile" was actually patented by Virgil White in 1923 for his Model T conversion kit. They have quite a following, even clubs. Here's a pic of some Model T units -

They were called Snow birds and came with a bird orniment for the rad cap. I guy know here in Canada has a 2 door with tracks ad skis.Its mint and very functional.

Also these snow planes were common in the Canadian Prairies during the 40's for getting around in the winter.
