If you're after 'menacing', leave it raw, put a beat up brush guard on it, and clearance lights on the top. ... and maybe steel wheels.

Painting it will clean it up.

The rims look better with the black.

I kinda like the look of that fuzzy black. Reminds me of LivingDeadGuy's car - I like how his looked. Maybe not as light as his, but a solid black just wouldn't look as good IMO.

I agree on the wheels and leave the paint alone. The cablights would be cool, some vintage ones, maybe green. And a visor.

Beater with a Heater.... better crank the windshield shut, chill factor will be brutal !
I vote for the rust, and get some rusty wagon wheels.
