I'm looking at buying a used Saginaw power steering box.

Is there a way to test the box when it is off the vehicle to verify it is not worn and in not need of a rebuild?

You should be able to see if it's been leaking but also they are pretty bullet proof so chances are good it won't need rebuilt. I've never scrounged one that needed anything. The other thing is just buy a rebuilt one, they are cheap.

The part looke clean with no leaks and was still hooked up to the pump.
Paid $80 and even if it needs rebuild I'm ahead of cost because core charge alone is $135 for a remanuf one from Oreilly's.
 
Putting a lower seal in is easy but to take the top seal out is a bit more involved. I never was able to take the top apart without the thing coming apart and all the balls falling out. Getting them all back in properly can be a bit frustrating. If yours is clean, it's probably ok.
