Mushroom Cloud Over Phoenix Horizon

I was driving to work the other day and took the picture below. I saw this mushroom cloud coming from the general direction of Palo Verde nuclear plant just outside of Phoenix.

Lately, I've been thinking about Japan's Fukushima nuclear reactor a lot. I know a nuclear reactor failure/melt down doesn't produce a mushroom cloud, and I know (hope) that Palo Verde is safe, but seeing the reminiscent of a nuclear disaster is alarming.
