A version of SEMA model legislation (S.B. 590) has been reintroduced in the Michigan State Legislature that would outlaw local zoning ordinances that prohibit the hobby of collecting and restoring motor vehicles. Junked, wrecked or inoperable vehicles, including parts cars, stored on private property could still require screening from public view by fencing, vegetation or other means. The bill has been referred to the Senate Committee on Local, Urban and State Affairs.

S.B. 590 would permit repairing or modifying motor vehicles that are undergoing restoration.


S.B. 590 would permit maintaining motor vehicles as a source of parts for restoration jobs.


S.B. 590 provides safeguards for hobbyists to work on collector vehicles on private property.


S.B. 590 allows localities to establish reasonable provisions that vehicles be located out of public view by means of suitable fencing, trees, shrubbery, etc.


S.B. 590 demonstrates a real effort by legislators and hobbyists to enact reasonable and fair compromise legislation.
