I've always used Holley. If you mount just about any pump, on a piece of old radiator hose, it won't send the vibrations into whatever it's hanging on. Cut about three or four inches of hose, mount one side if the hose to the body and the opposite side to the pump. It works better than just the 1/4" slab of rubber they supply with the pump.
I've always run Holley pumps and some are noisier than others. I had one on my Jeep truck that sounded like an air compressor running and yet the one on my 23 is very quiet. Carters generally have the best reputation for quietness and even longevity, from what I have seen.
