does a radiator need to be mounted on rubber cushions? or can it bolt
directly to the frame

Rubber is probably better, most modern vehicles have rubber. But a solid mount will work. Many older cars and trucks, have the radiator bolted in to the core support with screws.

ya i have an aluminum radiator with flanges on the bottom i really wasnt sure if it needed to flex or not

We just used 1/4" thick rubber pads to bolt down the radiator in our model A. With good money stuck into a radiator and with road shock, wanted to be safe than sorry.
