Radius arms (bones)

Hello all, I need to know if the bolts that go through the axle that hold the radius arm hold the radius arm tight to the axle or should allow the axle to move side to side??????? maybe a stupid question i just don't know... THANKS

Should hold the axle tight, the side to side movement should be restricted with a pan hard bar or triangulated 3rd link (on a 3 link setup where the radius arms pivot above the axle)
