When installing the front shocks, should I mock it up with all the weight on front axle or jack it up some to remove some of the weight?
 
As long as they are just plain old shocks, not air shocks, or coil overs, they offer no lift to the front end. So if that is the case they should be mocked up with the weight on the front end. I usually figure the shock at half way, extended, or colapsed, to get the pin to pin measurement.
 
Main thing is check travel,bottoming out,binding.So I think as close to normal ride height as a starting point when doing measuring and placement.
