From the prices I've seen rats sell on ebay and the like, that's a very good price. Everyone has their own ideas but that overhanging front ain't my cup of tea!

I do like when the rat rods of this type retain some of the original body works, and I do like the straight 8.

As for price, here in my area a lot of these ask 15,000 if close to original or vintage, the head scratching slap togethers try to get that, but hover more in the 5-7k range.
